Who Is Responsible for a Sewer Repair: the Homeowner or SacSewer?
For a property served by SacSewer, the affected section matters. Sacramento County identifies a division between the customer’s upper lateral and the lower lateral and main maintained by SacSewer. Confirm the serving utility and the actual maintenance boundary before assuming that every pipe between the building and street is your responsibility.
A general diagram helps explain the system. It does not locate the defect or settle responsibility for a particular property by itself.

What are the upper lateral, lower lateral, and main?
A lateral is the sewer connection serving a property. The main is part of the wider collection system. County 311’s SacSewer explanation identifies the upper/lower-lateral division as the maintenance boundary and refers customers to the district’s maintenance diagram.
| Section or question | Starting point for verification |
|---|---|
| Building-side pipe or upper lateral | Establish the property owner’s maintenance responsibility and the affected location. |
| Lower lateral or public main | Ask SacSewer to identify the relevant district-maintained section for a property it serves. |
| Shared connection | Involve the utility and the responsible owners, association, or property manager. |
| Boundary unclear | Request the applicable district diagram and an explanation for the actual property. |
Do not use the curb, fence, or property line as an assumed boundary without checking. Also distinguish maintenance responsibility from separate questions about ownership, contracts, or reimbursement for damage.
Which number should you call first?
If SacSewer serves your property, its published guidance asks customers to call the district first about sewer problems at (916) 875-6730.
Explain what is happening, provide the service address, and ask what the district can establish. If it recommends private work, request the finding and the location of the affected section in a form you can share with the contractor.
North Highlands Sewer Pros is separate from the district. The sewer backup help page distinguishes public reporting from a private service inquiry.
What if the property is close to another service area?
Use the actual utility information for the address. Advice written for the City of Sacramento, San Francisco, or another district may describe a different maintenance arrangement.
A North Highlands postal address or a nearby public sewer does not replace confirmation of the property's connection. If records are unclear, ask the utility to identify the relevant service arrangement before commissioning work on an assumed public or private section.
What should a private repair proposal identify?
Once the relevant private section has been established, ask the contractor to identify where its proposed work begins and ends. Have it explain any connection work, required coordination, access, and restoration.
If an estimate extends into a section the district may maintain, resolve that question before treating the whole proposal as private work. Likewise, a district visit does not automatically approve the contractor’s method or price.
Our sewer pipe repair information for North Highlands explains what to request from an assessment and written proposal. Keep the utility finding with the inspection report so the scope can be reviewed against both.
What about a rental or shared line?
Tell the owner or property manager about the problem and establish who can authorize access. A tenant's affected fixture does not prove that the defect lies in a pipe serving only that unit.
For shared connections, ask the responsible parties to clarify the maintenance arrangement and authorization process. A sewer contractor can investigate pipe conditions, but an inspection does not automatically resolve an ownership or contract dispute.
Questions to have answered before you book
- Which utility serves this address?
- Which section appears to be affected, and what supports that finding?
- What has the district already checked?
- Who can authorize private inspection or repair?
- Does the contractor’s scope stay within the agreed work limits?
If private work is needed, call with those details and any district findings.
